摘　　要：突发公共卫生事件中社交媒体虚假信息治理是国家治理现代化的重要方面。突发公共卫生事件中社交媒体真实信息传递依赖度更高,也对虚假信息治理由粗放型向精细化转型提出更高要求。新冠肺炎疫情防控中社交媒体虚假信息治理呈现出依法治理的核心概念模糊化、纳入治理法治化的主体单一、运动式治理注重短期化实效的局限,难以应对疫情防控虚假信息传播范围广、识别难度大、治理成本高等多重挑战。立基于事前、事中、事后的系统规制思路,从源头预防推进防疫信息公开基本指导原则的精细化;从合作治理强化虚假信息传播链条中多主体协同共治;从技术治理创新联合多方主流社交媒体共建辟谣平台;从最佳威慑角度保障虚假信息处罚权的高效有序行使。The governance of social media false information in public health emergencies is an important aspect of the modernization of national governance.In public health emergencies,social media has a higher dependence on the transmission of true information,which also puts forward higher requirements for the transformation of false information governance from extensive to sophisticated.In the prevention and control of the COVID-19,the governance of social media false information presents the following limitations:the core concept of governance by law is vague,the main body involved in governance by law is single,and sports governance focuses on short-term effectiveness.It is difficult to cope with the multiple challenges of wide dissemination of false information in epidemic prevention and control,high identification difficulty,and high governance costs.Establish a systematic regulatory approach based on beforehand,during,and after the event,and promote the refinement of basic guiding principles for the disclosure of epidemic prevention information from the source;Strengthen multi agent collaborative governance in the chain of false information dissemination through cooperative governance;Cooperate with multiple mainstream social media to jointly build a rumor refutation platform through technological governance innovation;Ensure the efficient and orderly exercise of the right to punish false information from the perspective of optimal deterrence.
