摘　　要：推广散装液体危险货物货主(码头)高质量选船机制,是交通运输部在《关于全面加强危险化学品运输安全生产工作的意见》中提出的一项创新工作举措。结合海事管理机构推广危险货物货主(码头)高质量选船机制工作实践,介绍高质量选船机制的提出背景、基本思路和主要做法,分析其推广的必要性和取得的成效,探讨推进过程中遇到的困难和存在的问题,并就海事管理机构进一步推广高质量选船机制提出对策建议。To promote the high-quality ship selection mechanism of cargo owners(ports)in the transportation of dangerous liquid goods in bulk is an innovative solution put forward by the Ministry of Transport in the Opinions on Comprehensively Strengthening the Safe Production of Dangerous Chemicals Transportation.In view of the work practice of the maritime administration in promoting the mechanism,this paper introduces the background,basic ideas and key practices of the high-quality ship selection mechanism,analyzes the necessity of promotion and achievements of promotion.It also probes into the difficulties and existing problems in the process of promotion,and puts forward solutions and suggestions for maritime safety administration to further promote the high-quality ship selection mechanism.
