九江港污染物产生处置现状调查及建议

摘　　要：采用现场调研、定量分析的方法,对九江港污染物的产生处置现状进行了调研和评估。研究发现,九江港污染防治工作存在多头管理、责任主体环保意识薄弱、污染物转运成本有待进一步降低和水环境应急防控体系有待进一步健全等问题。针对发现的问题,提出完善多部门联合协调监管治理体系、加强水环境应急防控体系建设和科学规划全段港口码头的污染物转运路径等建议。In this study,the production and disposal status of pollutants in Jiujiang port was investigated and evaluated by ways of field investigation and quantitative analysis.The results showed there were many problems in Jiujiang port pollution prevention and control,such as multi head management in pollution prevention and control,weak awareness of environmental protection of responsible subjects,further reduction of pollutant transfer costs,and further improvement of water environment emergency prevention and control system.In view of the problems found,suggestions are put forward to improve the multi department joint coordination,supervision and governance system,strengthen the construction of water environment emergency prevention and control system,and scientifically plan the pollutant transfer path.
