基于初设文件的固定总价合同中预备费结算办法研究

摘　　要：当采用初步设计招标、固定总价承包模式时,预备费用成为合同费用的组成部分,但其没有对应的工程项目和工程量计算规则,需制定合理的计量和结算办法。文章以滇中引水工程为例,梳理了预备费、暂列金额、总承包风险费三者的关系和区别,介绍了滇中引水工程固定总价合同中预备费结算规则的成功经验,也指出了结算比例动态调整难度大、风险费用无法统筹使用等需关注的问题。When the mode of preliminary design bidding and fixed total price contract is applied,the reserve fund becomes a part of the contract cost.Since there is no corresponding rules for engineering project and engineering quantity calculation,it needs to develop a reasonable measurement and settlement method.Taking the Water Diversion Project in Central Yunnan Province as an example,this paper summarizes the relationship and difference among reserve fund,provisional amount and general contracting risk fee,introduces the successful experience of the settlement rules of reserve fund in the fixed total price contract of the Water Diversion Project in Central Yunnan Province,and also points out the problems that need to be paid attention to,such as the difficulty of dynamic adjustment of settlement proportion and the difficulty of overall use of risk fee.
