基于博弈论的中国跨国粮食供应链构建研究

摘　　要：粮食问题不仅是重大的经济问题,更是重大的政治问题、安全问题。随着逆全球化趋势的加剧,全球产业链、供应链面临严峻考验,国际经贸活动受到严重阻碍,我国粮食进口不确定、不稳定的因素显著增多,提升中国跨国粮食供应链的话语权,确保中国跨国粮食供应链安全成为亟待解决的问题。目前我国的粮食进口长期依赖国际大粮商构建的跨国粮食供应链,粮食进口以进口原粮为主,没有形成从粮食生产、采购、加工、消费一体化无缝链接的供应链,成本高、效率低,直接影响到我国的粮食进口安全。通过对中国跨国粮商与东道国农民、中国跨国粮商与东道国政府以及中国政府与东道国政府及其利益相关者之间的博弈关系分析,有针对性地提出了应对策略。这些策略能够为中国跨国粮商和中国政府构建中国自主、可控、安全的跨国粮食供应链提供理论依据。Food issae is not only a major economic issuem,but also a major political and security issue.Faced with the aggravation of the trend of anti-globalization,and the global spread of the new crown epidemic,international economic and trade activities have been seriously blocked,the global industrial chain and supply chain are on the verge of interruption,and the uncertain and unstable factors of food imports in China have increased significantly.To enhance the voice of China′s transnational grain supply chain and ensure the security of China′s transnational grain supply chain has become an urgent problem to be solved.At present the import of our country′s grain is dependent on the transnational food supply chain built by international large producers in the long term.As a result,the cost of grain imported is high,the efficiency is low,and the import of grain is given priority to raw grain.The supply chain of grain imports for integration seamless link is not formed from grain production,procurement,processing,to consumption,which directly affects the food import security in our country.Through game relationship analysis between Chinese multinational merchants and host farmers,China multinational merchants and host government and the Chinese government and the host government and the stakeholders,this paper puts forward the coping strategies.This paper can provide a theoretical basis to build Chinese autonomous,controllable,secure transnational food supply chain for the Chinese multinational merchants and the Chinese government.
