农民农村共同富裕的地区差异测度与对策

摘　　要：通过对农民农村共同富裕的统计内涵深入考察,构建农民农村共同富裕发展水平评价体系,并运用探索性时空数据分析(ESTDA)方法分析其时空分异格局和趋势演化特征。结果表明:2011—2020年中国农民农村共同富裕平均发展水平呈波动上升态势,省域间农民农村共同富裕发展水平差距较大,总体呈“东—中—西”逐渐递减的分布格局;共同富裕发展水平在空间上呈现出正相关性,外围省份包括东部沿海地区以及东西部地区局部空间结构稳定性较弱,多数省份近10年发展过程中表现出以扩展效应为主的时空依赖;发生空间跃迁的省份集中于北部、东北以及南部地区,与稳定状态的HH—HH地区与LL—LL地区呈现围绕之势,自东向西呈现由高到低的状态,空间跃迁呈现“稳定—活跃—稳定”的特征。因此,由于中部和西部主要地区呈现稳定状态,要注重激发农民群众的内生动力。中国农民农村共同富裕发展水平具有集群特征,因此要进一步强化开放发展理念,发展开放型经济,带动“洼地”变为“高地”。This paper constructs an evaluation system for the common prosperity development level of farmers by deeply investigating the statistical connotation of common prosperity of farmers in rural areas.We apply the exploratory spatiotemporal data analysis to analyze the spatiotemporal differentiation pattern and trend evolution characteristics.The results show that:(1)The average development level of common prosperity of Chinese farmers showed an upward trend from 2011 to 2020.There was a large gap in the development level of farmers′common prosperity among provinces,and the overall distribution pattern was gradually decreasing from the East to the Central and the West.(2)The development level of common prosperity shows a positive correlation in space.The stability of the local spatial structure is weak,including the eastern coastal areas and eastern and western regions.In the past decade,most provinces and cities have shown a spatio-temporal dependence of the expansion effect in the development process.(3)The provinces with the spatial leap are concentrated in the north,northeast and south,which are surrounded by the stable HH-HH region and LL-LL regions.The development level of common prosperity from east to west is from high to low.The spatial transition is characterized by stability,activity and stability.Since the main areas in the central and western are in a stable state,we should pay more attention on stimulating the endogenous power of farmers and improving their survival and development ability.The common prosperity development level of Chinese farmers is characterized by clusters.Thus,it is necessary to further strengthen the concept of open development,develop open economy,and turn the“depression”into“highland”.
