禁牧政策和资本禀赋对农牧民生计适应性策略的影响

摘　　要：基于农牧交错带的辽宁省建平县、山西省右玉县两个县319份农牧民微观调研数据,采用有序Probit模型从禁牧政策、资本禀赋两个角度对农牧民生计适应性策略进行分析,结果表明禁牧政策和资本禀赋对农牧民生计适应性策略产生了显著影响。其中,禁牧政策对农牧民生计策略选择的影响是双向的,弥补效果影响方向为负,禁牧力度影响方向为正;在资本禀赋中,总体劳动能力、平均受教育年限、户主健康状况、生活性财产、补贴收入、借贷款难易程度、集体事务参与程度对生计适应性策略影响方向为正,实际耕种耕地面积、承包林地面积、住房市场价值、牲畜数量、生产性财产比重影响方向为负。人力资本、金融资本与物质资本对农牧民生计适应性策略的影响最大。同时,从完善禁牧政策、提升农牧民生计资本等角度提出了政策建议。Based on the micro survey data from 319 farmers and herdsmen in Jianping County of Liaoning Province and Youyu County of Shanxi Province in the agro-pastoral ecotone,this study analyzed the livelihood adaptation strategies of farmers and herders from two perspectives of grazing prohibition policy and capital endowment,using an ordered probit model.The results showed that both the grazing prohibition policy and capital endowment had a significant impact on the livelihood adaptation strategies of farmers and herders.The impact of grazing prohibition policy on the livelihood strategy selection of farmers and herders was two-way,with negative effects on compensatory effect and positive effects on the intensity of grazing prohibition.In terms of capital endowment,overall labor capacity,average years of education,head of household health status,living property,subsidy income,difficulty of borrowing,and participationin collective affairs had positive effects on livelihood adaptation strategies,while actual cultivated land area,contracted forest land area,housing market value,livestock quantity,and proportion of productive property had negative effects.Human capital,financial capital,and material capital had the greatest impact on livelihood adaptation strategies.Finally,policy implications were proposed to improve the grazing prohibition policy and enhancethe livelihood capital of farmers and herders.
