摘　　要：文章以主题图书馆概念界定为基础,探讨主题图书馆与专门图书馆、特色图书馆等的联系与区别,总结主题图书馆的构成要素,认为主题图书馆的职能体系包含收藏、传承、传播与智库,建设目标主要包括三个资源空间、三个服务职能、三个交流特色,建设举措主要包括坚持社会合作、纸电一体化建设、建设标准规范,可为“十四五”时期图书馆高质量发展提供参考。Based on the concept definition of theme library,the article discusses the connection and difference among theme library,special library and characteristic library,and summarizes the constituent elements of theme library.It holds that the functional system of theme library includes collection,transmission,dissemination and think-tank.Construction goal mainly evolves three space resources,three service functions,as well as three communication features.It also conceives that construction measures mainly includes adhering to the social cooperation,constructing paper electrical integration,constructing standards and specifications,hoping to provide reference for library high quality development in the 14th Five-Year period.
