摘　　要：随着工业化与城镇化的推进,农村工业污染及由此引发的社会矛盾日渐凸显,其中,因农民环境权益受损及维护不畅激化的环境纠纷较为突出。基层政府防范和化解农村环境纠纷存在着复合性的实践、理论、政策与政治逻辑。分析基层政府在村民获取污染认知、与污染方交涉、向政府做制度性表达等维权环节的应然职责、固有潜能与实际作为,可在探究纠纷演化逻辑基础上,挖掘出政府调处失当的根源。聚焦纠纷内容、纠纷过程、纠纷调处主体视角,构建分层次划管、全流程覆盖、多方略协同的三维综合调处机制,可发挥出规避基层政府失当作为并有效调处农村环境纠纷的效应。With the industrialization and urbanization,rural industrial pollution and the resulting social contradictions are increas⁃ingly prominent,among which environmental disputes and conflicts are intensified due to farmers'environmental rights damage and poor protection.The mediation of disputes by grassroots governments lie in four levels:practice,theory,policy and political logic.By analyzing the due responsibilty,inherent potential and actual actions of the grassroots government in the process of pro⁃tecting villagers'right such as obtaining pollution cognition,negotiating with polluters and making institutional expression,we can explore the evolution logic of disputes and dig out the root causes of the improper mediation.We can construct a three-dimension⁃al integrated mediation mechanism of hierarchical management,whole process coverage and multi-strategy coordination by focus⁃ing on the content,process and mediation perspective of disputes in order to avoid the grassroots governments'improper actions and effectively mediate rural environmental disputes.
