摘　　要：中国在贫困治理领域的伟大实践和历史性成就表明,面对世所罕见的贫困规模、贫困分布、贫困深度以及治理难度构成的情境压力,中国共产党领导建立的韧性治贫机制让其完成了消除绝对贫困的艰巨任务。该机制灵活运用多重治理形式,在保持常规治理稳定性的前提下,适时采取超常规治理手段,依据贫困慢性压力环境的变化,积极调整政策工具、施策方向和施策重点,努力减缓、吸纳贫困压力及其造成的急性冲击,进而改进治理策略、提升治理效能,呈现出“稳定与灵活”适应转换、整合型波浪式发展的韧性治理逻辑。中国特色的韧性治贫理论和实践深化了世界对减贫规律的认识,丰富发展了反贫困理论。China′s great practice and historic achievements in poverty governance show that,faced with the poverty scale,distribution,depth and difficulty rarely seen in the world,the resilient poverty governance mechanism established under the leadership of the Communist Party of China has accomplished the arduous task of eliminating absolute poverty.Under the premise that maintain the stability of the routine management,according to the change of the chronic stress environment,the mechanism uses multiple governance forms and timely takes extraordinary means to actively adjust the policy tools,direction and focus to reduce and absorb the poverty stress and shock.It improves governance efficiency and presents a logic form of resilience governance with″stability and flexibility″and integrated-wave development.The theory and practice of resilience poverty governance with Chinese characteristics have deepened the world′s understanding of the law of poverty reduction and enriched the anti-poverty theory.
