摘　　要：依据使命任务,军队承担了海上护航、海外撤侨、国际维和、人道主义救援等应急属性突出的海外非战争军事行动任务,对应急语言能力提出较高需求。本文依据学界对应急语言能力的现有相关研究,系统梳理了各类典型海外非战争军事行动任务中的军队应急语言能力需求,并对各典型情境分任务前、任务中和任务后凝练了八项最为突出的语言保障需求,分别为语言文化信息准备、信息监测与预警、语言联络沟通、信息发布、舆情监测与应对、语言抚慰、军事行动语言、复杂情况处置,并阐释其内涵。分析了海外非战争军事行动中的军队应急语言能力的概念及要素,并根据其需求现状,从建设规划及机制体制、人才资源、语言技术和资源等方面探讨了其建设路径,以期为相关建设提供借鉴和参考。The military is entrusted with the mission and tasks to accomplish overseas military operations other than war with prominent emergency characteristics,including voyage convoying,overseas evacuation,the UN peacekeeping operations(UNPKOs),and humanitarian assistance,which pose relatively high demand for military emergency language support.On the basis of existing research on emergency language capability,this article systematically categorizes the specific requirements for typical emergency language support in overseas military operations other than war.The connotations of the eight types of the most prominent language support situations before,during,and after missions are extracted and explained,namely language and cultural information preparation,information monitoring and early warning,language communication,information release,public opinion monitoring and response,language comforting,language for military operations,and complex situation managing.Additionally,this article analyzes the concepts and elements of military emergency language capability in overseas military operations other than war.Moreover,the path for constructing military emergency language capability is discussed regarding planning and institutional mechanisms,human resources,and language technology development and resources according to the current requirements of the emergency language capability for overseas military operations other than war,to serve as a reference for related construction.
