摘　　要：知识产权的发展在军民融合事业中扮演着重要作用,它可以更好地打通军转民、民参军的通道和脉络。为解决国防专利转化运用途径不畅、国防专利审查维权机制滞后、专业性一站式服务机构缺失等问题,本文提出建设地方国防知识产权保护机构,即地方国防知识产权保护一站式公共服务平台。该平台将知识产权保护、国防安全发展、地方经济建设融为一体,以期有效促进国防知识产权转化需求的市场化,解决国防知识产权维权难、地方专业服务平台缺乏的问题,推动完善国防知识产权大保护和推进军民融合创新体系的建设。The development of intellectual property plays an important role in civilian–military integration,and it can open channels to convert military-oriented enterprises for civil use and vice versa.To solve the problems such as the unsmooth transformation and application of defense patents,the lag of defense patent review and protection mechanisms,and the lack of professional one-stop service agencies,this paper proposes to build local defense intellectual property protection institutions,which are one-stop public service platforms for local defense intellectual property protection.The platforms integrate intellectual property protection,defense and security development,and local economic development to effectively promote the marketization of defense intellectual property transformation needs and solve the problems of difficult intellectual property rights protection and the lack of local professional service platforms.This will improve defense intellectual property protection and promote the innovation system for military–civilian integration.
