安徽省16个地级市“十三五”声环境质量分析及对策建议

摘　　要：根据生态环境部发布的《2021年中国环境噪声污染防治报告》,在“全国生态环境信访投诉举报管理平台”接到的公众举报中,噪声扰民问题排在第二位。如何治理噪声污染,加快解决群众关心的噪声污染问题,保证城市宁静宜居的生活环境,是目前迫切需要解决的问题。为此,结合“十三五”期间的常规声环境质量监测数据,综合分析了安徽省16个地级市声环境状况、污染程度及变化趋势,结果表明:除城市功能区夜间噪声超标外,城市区域声环境和城市道路交通声环境总体满足国家标准,城市的主要环境噪声源是社会生活噪声。5年间,全省城市区域环境声环境等效声级年际度变化幅度不大,质量等级均保持在二级(较好)水平;城市道路交通声环境等效声级质量等级均保持在一级(好)水平;各城市近5年功能区声环境夜间超标率较高,特别是4类功能区(交通干线两侧区域)夜间噪声污染严重。为此,提出了建议:管理部门优化调整声环境功能区点位,积极推进环境噪声自动监测,加强噪声污染防治,保证重点时段和重点区域声环境质量。According to the China Environmental Noise Pollution Prevention and Control Report in 2021 issued by the Ministry of Ecology and Environment,among the public reports received by the"National Ecological Environment Petition Complaint and Reporting Management Platform",the problem of noise disturbance ranked second.How to control noise pollution,speed up the solution of the problem of noise pollution concerned by the masses,and ensure a peaceful and livable living environment in the city is an urgent problem to be solved at present.Therefore,this paper comprehensively analyzes the sound environment status,pollution degree and change trend of prefecture-level cities in Anhui Province based on the conventional acoustic environment quality monitoring data during the"13th Five-Year Plan"period.The results show that except for the excessive nighttime noise in urban functional areas,the urban regional sound environment and urban road traffic sound environment generally meet the national standards,and the main environmental noise source of the city is social life noise.In the past 5 years,the interannual variation of the equivalent sound level of the ambient sound environment in urban areas of the province was not large,and the quality level remained at the levelⅡ(better).The equivalent sound level quality level of urban road traffic sound environment is maintained at the first(good)level;In the past 5 years,the sound environment in functional areas in various cities has a high rate of excessive noise at night,especially in the 4 functional areas(areas on both sides of traffic arteries)with serious noise pollution at night.It is recommended that the management department optimize and adjust the sound environment functional areas,actively promote automatic monitoring of environmental noise,and strengthen the prevention and control of noise pollution to ensure the quality of the sound environment in key periods and key areas.
