“三区三州”深度贫困地区生态与休闲渔业扶贫模式及发展策略

摘　　要：生态渔业是我国渔业转型升级和高质量发展的重要推手。近年“三区三州”将生态和休闲渔业与脱贫攻坚融合发展,取得良好的产业扶贫成效,对“三区三州”如期脱贫和贫困户脱贫增收起到良好的促进作用。基于此,通过对“三区三州”生态与休闲渔业典型案例实地调查结合案例分析法,将调研所得案例总结为“渔旅融合休闲渔业”“增殖放流生态修复”“环保网箱生态养殖”“大水面生态放养”“循环水生态养殖”“池塘稻田生态种养”等6种模式。并从发展现状、扶贫主体、扶贫举措、贫困户受益方式、尚存不足等方面进行总结分析,提出了5点建议:持续投入资金,改善渔业基础;加强科技创新,培养渔技人才;增强增殖放流,修复欠佳生态;协助开拓市场,帮助培育品牌;完善产业链条,联动产业发展。Ecological fishery is an important driver for the transformation and upgrading development of our fishery.In recent years,“three regions and three prefectures”integrates ecological and recreational fishery with poverty alleviation,and achieves good results in poverty alleviation.That plays a good role in promoting the poverty alleviation in this region and increases the income of households.Through field investigation and case analysis of typical cases,six models are obtained and summarized from the investigation,including“fishing and tourism integration”,“breeding and releasing ecological restoration”,“environmental protection”,“large surface ecological stocking”,“circulating and ecological aquaculture”and“pond ecological breeding”.The analysis was summarised in terms of the current development situation,poverty alleviation propects,poverty alleviation measures,benefiting poor households.Five suggestions were proposed:to invest funds to improve the fishery foundation;to strengthen scientific and technological innovation;to restore the poor ecology;to help cultivate brands and to improve the industrial development.
