基于数据驱动的县域乡村振兴单元划分——以滨州市惠民县为例

摘　　要：在乡村振兴和国土空间规划的背景下,提出了构建县域“乡村振兴单元”,有利于突破现阶段镇村发展局限和重塑城乡经济地理的重要功能节点,促进要素流动和农村精细化管理,实现城乡联动发展。基于乡村振兴单元“打破边界、核心带动、联系紧密、资源整合”的构建原则,以惠民县为例,在引力模型框架下构建了以中心乡镇带动周边腹地的乡村振兴单元识别方法体系,探索了出总规(控规)+乡村振兴单元全域覆盖的管控方式。研究表明:惠民县48.25%的村庄属于撤并搬迁类村庄;22.35%的村庄属于其他类村庄;14.35%的村庄属于存续提升类村庄;8.15%的村庄属于城郊融合类村庄;5.45%的村庄属于集聚发展类村庄;1.5%的村庄属于特殊保护类村庄。乡村振兴单元成为惠民县乡村地区发展引导和管理的基本地域单位和统筹各项资源要素的基本网格,为惠民县乡村振兴战略的实施以及村庄规划实践提供参考。Under the background of rural revitalization and territorial space planning,it is proposed that the construction of county"rural revitalization units"is conducive to breaking through the current development limitations of towns and villages,reshaping the important functional nodes of urban and rural economic geography,promoting the flow of factors and rural fine management,and realizing the linkage development of urban and rural areas.Based on the construction principle of"breaking the boundary,driving the core,connecting closely and integrating resources"of rural revitalization unit,this study takes Huimin County as an example,constructs the identification method system of rural revitalization unit with the central township driving the surrounding hinterland under the framework of gravity model,and explores the control mode of general regulation(control regulation)+full coverage of rural revitalization unit.According to the research,48.25%of the villages in Huimin County belong to the withdrawal and relocation category.22.35%of the villages belong to other types of villages;14.35%of the villages belong to the survival and promotion category;8.15%of the villages belong to suburban integrated villages;5.45%of the villages belong to cluster development;1.5%of the villages are under special protection.The rural revitalization unit has become the basic regional unit for the development guidance and management of rural areas in Huimin County and the basic grid for coordinating various resource elements,providing reference and support for the implementation of rural revitalization strategies and village planning practice in Huimin County.
