清单管理视角下政府供给体育公共服务的权责边界研究

摘　　要：政府自身权责边界模糊是阻碍体育公共服务高质量发展的重要因素,权责清单对厘清政府权责边界有独特优势。为进一步厘清政府权责边界,该文通过文献资料等方法对我国体育局权责清单的实践进行深入探究。研究认为,供给范围不清、法理依据薄弱、责任清单发展迟缓等会阻碍权责清单制度的发展;未来改革应从完善群众需求征询体系,加强对权责清单的规范与宣传,加强权责清单的法理依据等方面入手。The blurred boundary of government’s power and responsibility is an important factor that hinders the high-quality development of sports public services. The list of power and responsibility has a unique advantage in clarifying the boundary of government power and responsibility. In order to further clarify the boundary of government’s rights and responsibilities, this paper explores the practice of the list of rights and responsibilities of China’s sports bureau through literature and other methods. It is believed that unclear scope of supply, weak legal basis and slow development of responsibility list will hinder the development of the system of power and responsibility list;The future reform should start with improving the public demand consultation system, strengthening the standardization and publicity of the list of rights and responsibilities, and strengthening the legal basis of the list of rights and responsibilities.
