政策工具视角下广东省基本医保市地级统筹的政策文本研究

摘　　要：目的:了解广东省基本医保市地级统筹政策文件中政策工具的使用情况,分析区域间政策工具的使用差异。方法:构建政策工具与区域的二维分析框架,运用NVivo11 Plus统计软件,分析广东省基本医保市地级统筹政策文件中政策工具的使用及内部构成情况。结果:3种政策工具均有使用,需求型政策工具应用频次最多,供给型政策工具次之,环境型政策工具主要以主体责任为主,区域间3种政策工具选择存在差异。结论:各地市基本医保市地级统筹政策调整较为及时,但仍存在政策针对性不强、信息化建设滞后等问题,需尽快落实做实工作方案,促进区域间基本医保统筹政策协同与平衡。Objective To understand the use of policy tools in the documents of Guangdong insurance financing,and analyze the regional difference of policy tools.Methods Policy tools and regional two-dimensional analysis framework were developed.And the NVivo11 Plus statistical software was used to analyze the use and internal composition of policy tools in basic medical insurance financing policy documents in Guangdong Province.Results All the three policy tools were used,and demand-based policy tools were applied the most frequently,followed by supply-based policy tools.Environmental policy tools were mainly based on the main responsibility,and there were regional differences in the selection of three policy tools.Conclusion The adjustment of basic medical insurance financing policies in various cities is relatively timely,but there still exist problems such as weak policy pertinence and lagging information construction,which needs to be improved.
