承接产业转移政策的区域创新效应——来自“国家级承接产业转移示范区”的证据

摘　　要：承接产业转移是优化创新要素空间分布、促进区域创新高质量发展的重要途径。利用2006~2019年中国200个地级市面板数据,考察承接产业转移示范区政策对区域创新水平的影响及其作用机制,研究发现:承接产业转移示范区建设有效提升了相应地区的区域创新水平,且具有显著的时效性与异质性;承接产业转移示范区建设主要通过推动人才集聚、引导企业集聚以及加大政府财政科技投入三个渠道提升区域创新水平。鉴于此,应在强化中央政策统筹力度、有序扩大试点范围的同时,鼓励地方因地制宜地落实示范区政策,持续营造良好区域创新环境,建立提升区域创新水平的多维机制。Industrial relocation is an important way to optimize the spatial distribution of innovation factors and promote the high-quality development of regional innovation.This paper evaluates the effect of industrial relocation policy and its mechanism using multistage difference-in-difference method with the panel data of 200 cities in China from 2006 to 2019.The study finds that the construction of industrial relocation demonstration zones has effectively improved the regional innovation level of coresponding regions,and has significant timeliness and heterogeneity.To undertake the construction of industrial transfer demonstration zones,the regional innovation level will be improved mainly through three channels,namely,promoting and stimulating talent gathering,triggering enterprise gathering and increasing government financial investment in science and technology.Based on this,while strengthening the overall planning of the central government and orderly expanding the scope of pilot projects,we should encourage local governments to implement the policies of demonstration areas in line with local conditions,continue to create a good regional innovation environment,so as to establish a multi-dimensional mechanism to improve the level of regional innovation.
