新时代我国农村公共体育设施治理研究

摘　　要：农村公共体育设施治理是农村体育治理领域不可或缺的重要维度。运用文献资料等研究方法,对新时代我国农村公共体育设施的治理问题予以研究。认为:(1)加强农村公共体育设施治理是充分满足农民体育健身需求的重要方式,是切实保障农民合法体育权利的重要体现,是促进农民身心健康全面发展的重要举措,是政府履行公共体育服务职能的重要任务。(2)治理财政经费投入欠缺、治理模式相对单一、治理决策机制不够民主、法治化治理水平不高、治理评估体系建设滞后等是我国农村公共体育设施治理面临的现实困境。建议:完善农村公共体育设施财政治理体制、构建农村公共体育设施多元治理模式、优化农村公共体育设施治理决策机制、提升农村公共体育设施法治建设水平、健全农村公共体育设施治理评估体系。The governance of rural public sports facilities is an indispensable and important dimension in the field of rural sports governance.This paper studies the governance of public sports facilities in rural areas of China in the new era by means of literature method.It is concluded that:(1)Strengthening the governance of rural public sports facilities is an important way to fully meet the needs of farmers in sports and fitness,an important embodiment of the protection of farmers'legitimate sports rights,an important measure to promote the comprehensive development of farmers'physical and mental health,and an important task for the government to fulfill the function of public sports service.(2)The lack of financial investment in governance,the relatively single governance model,the lack of democracy in governance decision-making mechanism,the low level of governance by law,and the lag in the construction of governance evaluation system are the practical difficulties faced by the governance of rural public sports facilities in China.Suggestions:perfect the financial governance system for rural public sports facilities,establish a multi-governance model for rural public sports facilities,improve the governance decision-making mechanism for rural public sports facilities,raise the level of rule-of-law construction for rural public sports facilities,and sound the governance evaluation system for rural public sports facilities.
