大都市地区小城镇的发展策略——以日本镰仓为例

摘　　要：大都市地区小城镇的发展策略直接关系到城乡融合发展问题。已经成为国际知名文化旅游城市的日本镰仓,历经800年的发展实现复兴,既充分发掘历史赋予的文化遗存资源,也充分利用区位与现有资源,并且采取积极的保护支撑措施。本文在简析其发展历程的基础上,归纳了镰仓所采用的4个发展策略——依托良好的自然环境及景观资源发展休闲宜居功能、依托著名的历史文化资源发展文化旅游、依托东京优势产业发展动漫旅游与圣地巡礼活动、邻近大都市地区的区位条件为镰仓发展提供重要支撑,以及4项支撑镰仓转型发展的保护措施——历史风貌保护、城市景观控制、绿地系统保护、旅游交通拥堵对策,希望对国内的大都市地区小城镇发展提供借鉴。The development strategy of small towns in metropolitan areas is directly related to the problem of urban-rural integration.Kamakura,a small town in Japan,is an internationally renowned cultural tourist city.It has achieved a renaissance over 800years of development.It not only fully excavated the cultural heritage resources endowed by history,but also fully excavated the location and actual resources,and took positive measures in protection and support.Based on a brief analysis of its development process,this paper summarizes four development strategies:to develop leisure and livable functions based on a good natural environment and landscape resources,to develop cultural tourism based on famous historical and cultural resources,to develop the animation industry and holy land patrol activities based on Tokyo’s superior industries,and to provide important support for the development of Kamakura based on the location that neighboring metropolitan areas;and four protection measures:historical style protection,urban landscape control,green space system protection,and tourism traffic congestion countermeasures.Therefore,we hope to provide reference for developing small cities and towns around metropolises in China.
