摘  要:清朝继承了前明制度,东部海域属江南、浙江管辖。由于两省此前从未组织开展过海域勘界工作,这使得江浙之间的海域界线长期处于模糊状态,极不利于国家对东南海疆的经营和治理。为解决两省的海界纠纷和规范管理,在中央政府主导下,江浙地方在康熙二十九年至光绪九年间先后展开了七次海域勘界活动,两省逐渐形成了一条西起大洋山,中连马迹山、黄龙山、梅子山,东接花脑山、陈钱山、尽山的海域界线,其所管辖的山岛、海域范围得到一定程度的明确。江浙海域勘界,显示出清王朝对海疆实行清晰化行政治理的意愿和努力。The Qing Dynasty inherited the Ming institute and put the Eastern sea area under the jurisdiction of Jiangnan and Zhejiang provinces. As no maritime boundary settlement work had been carried out before, the blurring of the maritime boundary between Jiangnan and Zhejiang had existed for a long time, which was extremely detrimental to the governance and control of the South-eastern maritime territory of the Qing. In order to solve maritime boundary disputes and standardize sea area management, Jiangnan and Zhejiang provinces had carried out seven maritime boundary settlement initiatives from the 1690 to 1883 under the leadership of the Qing court. As a result, the two provinces had gradually formed a maritime boundary from Dayang Mountain in the west, connecting Maji Mountain, Huanglong Mountain and Meizi Mountain in the middle, and connecting Huanao Mountain,Chenqian Mountain and Jinshan Mountain in the east. Thus, the scope of islands and sea areas under the jurisdiction of the two provinces was clarified to a certain extent. In a word, the maritime boundary settlement between Jiangnan and Zhejiang shows the Qing court’s willingness and effort to implement a clear administrative governance of the maritime territory.
