摘 要:针对城市路段交通安全问题进行评价研究,考虑全寿命周期下“建设、管理、养护、运营”的驱动因素,选取路段几何特征、路面支撑属性、路段控制信号、路段标志标线、路侧照明条件5个大类安全指标,分析其内部小类指标的定性评估与定量评定耦合特点.通过模糊多准则折衷决策(VIse Kriterijumski Optimizacioni Racun,VIKOR)解析定性因素,采用最优趋近物元可拓方法计算定量类指标,并将两部分的加权均方根作为路段交通安全指数,构建城市路段交通安全集成评价模型,最后以深圳市福田区道路网为实例进行实证研究.研究结果表明:被评为安全、一般和不安全的路段占比分别为30.77%、53.84%和15.39%,与实际相符.模型所得的路网交通安全指数为71.61%,介于两种参照评价模型结果(74.64%和70.08%)之间.相较于参照模型,本文建立的模型在评价结果均衡性、极值数据偏差等判据上具有明显优势.研究成果可为改进城市道路交通管理提供决策依据,对促进交通基建常态化组织管理,规范交通安全设计元素提供指导.This study aims to evaluate the urban road traffic safety.Considering the drivers of “construction,management,maintenance,and operation” in the whole life cycle,five major categories of safety indicators are identified.They include geometric characteristics of road sections,pavement support attributes,traffic control signals,road signs and markings,and roadside lighting conditions.The coupling characteristics of qualitative and quantitative assessment of the internal sub-categories are analyzed.Moreover,the qualitative factors are resolved by the fuzzy VIse Kriterijumski Optimizacioni Racun(VIKOR) model,the quantitative class indexes are calculated by the optimal convergent elementary topology method,and the weighted root mean square of the two parts is used as the traffic safety index of road sections to construct an integrated traffic safety evaluation model for urban road sections.Finally,the road network in Futian District,Shenzhen,is used as an example for empirical research.The results show that the percentages of road sections rated as safe,general safe and unsafe are 30.77%,53.84% and 15.39%,respectively.This is consistent with the actual situation.At the same time,the overall traffic safety index of the road network obtained from the model is 71.61%,which is between the results of the two reference evaluation models(74.64% and 70.08%).In addition,compared with the reference model,the model established in this paper has obvious advantages in evaluating the balance of results and the deviation of extreme data.The results provide a decisionmaking basis for urban road traffic management.It can promote the normal organization and management of traffic infrastructure.Furthermore,the elements of traffic safety design are able to be standardized.
