摘　　要：全过程人民民主在城市社区存在哪些实践样态,是一个讨论不充分的问题,也是一个需要努力探求的课题。本文借鉴参与式民主理论,以社区为场域,建构参与公平、参与角色、参与层次相关联的分析模型,解剖L社区三个民主实践案例发现,公平参与是社区民主实践的核心,全过程人民民主在城市社区体现为选举民主与协商民主、间接民主与直接民主的有机组合。文章认为,影响城市社区民主实践样态有三:一是社区民主程度与参与公平程度成正向关系,居民参与越公平,民主程度越高。二是社区民主程度与居民参与角色重叠程度成正向关系,居民具有管理者与被管理者的重叠角色,民主程度高。三是社区民主程度与居民参与层次成反向关系,参与层次越低民主程度越高,即社区民主实践越贴近居民日常生活层次,越能实现民主。因此,注重居民参与公平、调适居民参与角色、下沉居民参与层次是推进全过程人民民主在城市社区落地生根的可能性路径。What practice patterns of whole-process people's democracy exist in urban communities is an under-discussed issue and a topic that needs to be diligently explored.Drawing on the theory of participatory democracy,we construct an analytical model linking participation equity,participation roles,and participation levels,and dissect three cases of democratic practices in L communities to find that equitable participation is the core of democratic practices in communities,and that whole-process people's democracy is reflected in urban communities as an organic combination of electoral democracy and consultative democracy,and indirect democracy and direct democracy.The article argues that there are three patterns that influence the practice of democracy in urban communities:First,the degree of community democracy is positively related to the degree of fair participation,and the fairer the participation of residents,the higher the degree of democracy.Second,the degree of community democracy is positively related to the degree of overlapping roles of residents'participation,and the higher the degree of democracy,the more residents have overlapping roles of managers and governed.Third,the degree of community democracy is inversely related to the level of residents'participation,and the lower the level of participation,the higher the degree of democracy,i.e.,the closer the practice of community democracy is to the level of residents'daily life,the more democracy can be realized.Therefore,focusing on the fairness of residents'participation,adapting residents'participation roles,and sinking residents'participation levels are possible paths to promote the whole process of people's democracy to take root in urban communities.
