基层民主促进乡村社会有效治理的路径探析

摘　　要：基层民主是提升基层社会治理效能的重要手段,基层治理离不开基层民主的发展完善。全面实施乡村振兴就是通过积极发展基层民主同时实现乡村有效治理的统一实践过程。基层民主的广泛性、真实性、管用性,具有转化为基层治理效能的制度优势。从运行过程和机制来看,基层民主运行中的民主征询、协商、决策、管理与监督等各个环节,基层民主实践中以动员、回应、协商与责任为核心的运行机制,有助于打造多元共治格局,从而提升基层治理绩效。近些年来各地围绕通过发展基层民主促进乡村有效治理进行了大量实践探索,逐步形成了一些具有代表性和可资借鉴的实践路径。当然,在推进乡村振兴实践中,基层民主促进治理效能的提升必然受到一些现实条件的约束,对于乡镇振兴过程中存在的这些问题,亟待进一步改革乡村治理结构,重构基层治理双轨,深入发展基层民主,从而有力促进基层有效治理的实现。Grassroots democracy is an important means to improve the effectiveness of grassroots social governance,and grassroots governance cannot be separated from the development and improvement of grassroots democracy.The comprehensive implementation of rural revitalization is a unified practice process of actively developing grassroots democracy while achieving effective rural governance.The universality,authenticity and effectiveness of grassroots democracy have institutional advantages that transform into the effectiveness of grassroots governance.From the perspective of operation process and mechanism,the various links of democratic consultation,nego⁃tiation,decision-making,management and supervision in the operation of grassroots democracy,as well as the operation mechanism with mobilization,response,consultation and responsibility as the core in the practice of grassroots democracy,help to build a pluralis⁃tic co-governance pattern,thus improving the performance of grassroots governance.In recent years,various localities have conducted a lot of practical exploration around promoting effective rural governance through the development of grassroots democracy,gradually forming some representative and referential practical paths.Of course,in the practice of promoting rural revitalization,the improvement of the effectiveness of grassroots democracy in promoting governance is bound to be constrained by some realistic conditions.For these problems in the process of township revitalization,it is urgent to further reform the rural governance structure,reconstruct the dual track of grassroots governance,and further develop grassroots democracy,so as to effectively promote the realization of effective grassro⁃ots governance.
