摘  要:高质量专利的培育与战略布局日益成为构建企业竞争优势和激励自主创新的关键着力点。为了破解高质量专利支撑自主创新中面临的技术“硬核”引领与创新“熔铸”机能受限、协同度与颗粒度“失准”、企业动能不足、耦合效能欠佳等实践困境,我国应坚定以专利高技术质量与战略价值的培育布局为核心的自主创新思路,采取多种政策措施,构建有利于自主创新的功能性产业政策体系,突出高质量专利支撑自主创新的“优”“先”导向,强化专利导航服务自主创新的产业引领作用,聚力高质量专利技术攻关与知识产权协同联动,完善助推自主创新的知识产权人才培养体系,打造高质量专利支撑自主创新的新高地。The cultivation and strategic layout of high-quality patents has increasingly become a key focus for building enterprise competitive advantages and encouraging independent innovation.In order to solve the practical dilemmas faced by high-quality patents in supporting independent innovation,such as limited technology“hard core”leading and innovation“melting”function,“inaccura⁃cy”of synergy and granularity,insufficient enterprise momentum,and poor coupling efficiency,China should firmly adhere to the idea of independent innovation which is centered on the cultivation and layout of patent high-tech quality and strategic value.Moreover,China should take following policy measures,such as building a functional industrial policy system that is conducive to independent in⁃novation,highlighting the“excellent”and“first”orientation of high-quality patents to support independent innovation,strengthening the industrial leading role of patent navigation services for independent innovation,gathering the concerted efforts of high-quality patent technology research and intellectual property,and improving the intellectual property talent training system that boosts independent in⁃novation.Thus,a new highland of high-quality patents will be created to support independent innovation.
