摘  要:介绍了目前我国大多数非独立法人的中外合作办学二级机构所采用的三层管理架构,指出了高校内部存在的对中外合作办学认识不足、资源配置不均衡等方面的问题,分析了中外合作办学二级机构行政管理和教学管理的激励机制乏力、师资队伍建设机制不畅、教学实践的外方参与度不足等问题及其根源,提出了加大中外合作办学办学自主权、改善分配制度和改进管理机制的方案,深入探讨了加强中外合作办学二级机构自身教师团队建设及教师队伍国际化水平提升的途径。The three-layer administrative structure is introduced,which is adopted by most of the secondary institutions of Sino-foreign cooperative education which are non-independent legal entity in China.The problems existing in colleges and universities are pointed out,such as insufficient understanding of Sino-foreign cooperative education and unbalanced allocation of resources.The reasons why the incentive mechanisms of administrative management and teaching management of secondary institutions in Sino-foreign cooperative schools are weak,teaching staff construction mechanisms are not smooth,and foreign participations in teaching practice are insufficient are analyzed.We put forward the plans to increase the autonomy of running schools,to improve the distribution mechanism and to better the management mechanism.The ways to strengthen the construction of teachers’team and to enhance the internationalization level of teachers’team are deeply discussed.
