摘　　要：目的:对我国长期护理保险29个试点城市的政策文本进行比较与思考,为长期护理保险制度的稳步发展提供参考。方法:基于试点城市的政策文件、媒体报道、相关研究文献,从政策扩散理论的视角出发,对长期护理保险覆盖人群、筹资渠道、待遇保障、评估标准等方面进行比较研究,找出试点实施过程中存在的主要问题,并提出相应提升策略。结果:我国长期护理保险制度在实施过程中存在覆盖人群范围窄、筹资渠道单一且筹资水平低、服务内容不明确和评估量表存在主观性等问题。结论:在长期护理保险制度发展的过程中要注意把握政策公平性和整体性,扩大参保人群范围,探索多元化筹资渠道、落实保障内容和构建多维度的评估量表,促进长期护理保险制度在全国范围内的推广。Objective:This paper compares and considers the policy texts of 29 pilot cities of long-term care insurance in our country,and provides a reference for the steady development of the long-term care insurance system.Methods:Based on the policy documents,media reports and relevant research literature of the pilot cities,from the perspective of policy diffusion theory,this paper conducts a comparative study on the long-term care insurance population coverage,financing channels,treatment guarantee,evaluation standards and other aspects,finds out the main problems existing in the experimental implementation process,and puts forward corresponding improvement strategies.Results:During the implementation of long-term care insurance system,problems such as narrow coverage,single financing channel and low level of financing,unclear service content and subjective evaluation scale.Conclusion:In the process of the development of long-term care insurance system,attention should be paid to the fairness and integrity of the policy,expanding scope of the insured,exploring diversified financing channels,consolidating the guarantee and constructing multi-dimensional evaluation scale in order to accelerate the promotion of long-term care insurance system in the whole country.
