摘　　要：2022年“印度太平洋经济框架”(IPEF)谈判正式启动,其中包含“透明度与良好监管实践”议题,反映出美国要引领印太区域规制融合核心议题,主导关键性公共产品供给的战略图谋。IPEF将重点构建对国内监管的国际规范机制,主要包括提升政策制定透明和利益相关方参与、完善内部协调及推进政策评审。IPEF还将构建对国内监管的国际合作机制,其中监管合作主要与产业联动,同时会推进机构设置并强化纪律约束。相关谈判也将对中国参与区域经贸治理产生影响,为此要顺应国际治理趋势积极参与规制融合进程,国内监管衔接国际推进制度型开放,依托监管合作拓展共商共建共享新领域,针对谈判特点更加关注对重点议题的应对。The negotiation on the Indo-Pacific Economic Framework(IPEF)were officially launched in 2022,which includes the“transparency and good regulatory practices”topic.It reflects the strategic purpose of the United States to lead the core issues for regulatory convergence in the Indo-Pacific region and dominate the supply of key public goods.IPEF would mainly focus on the building of the international normative mechanisms for domestic regulation,which include enhancing transparency in policy formulation and stakeholder participation,improving internal coordination,and promoting policy review.IPEF would also form the mechanisms for international cooperation on domestic regulation,in which regulatory cooperation is mainly linked to industry,while promoting the establishment of institutions and strengthening the force of the rules.The relevant negotiations would also influence China's participates in regional trade governance.Therefore,China should actively participate in regulatory convergence process in line with the trend of the international governance;connect domestic regulation with the international rules to promote institutional opening-up;rely on regulatory cooperation to expand new areas of extensive consultation,joint contribution and shared benefits;and pay more attention to the response of IPEF’s key issues based on the characteristics of negotiation.
