全球价值链生产活动视角下中国与RCEP伙伴国贸易竞争性分析

摘  要:基于UIBE-GVC-Indicators数据库,采用区分简单和复杂全球价值链的增加值贸易核算法,改进出口相似度指数和显性比较优势指数,探究中国与RCEP伙伴国参与跨境共享生产活动的竞争性。研究发现,RCEP国家参与简单价值链的增加值占比更大,更多地参与仅涉及一次跨境生产的简单全球价值链生产活动;中国与发达国家的竞争性主要体现在中高端产业,与东盟国家的竞争主要体现在初级产业和中低端产业。劳动密集型和资本密集型制造业的竞争力经济危机时期下降幅度最大;中国各产业在复杂价值链的竞争力水平于2007-2017年间较为平稳。中国应充分利用与RCEP伙伴国的合作空间,以科技创新为驱动,提升参与复杂价值链生产活动的竞争力水平,实现产业升级和价值链攀升目标。Based on UIBE GVC indicators database,the value-added trade accounting method was adopted to improve the export similarity index and explicit comparative advantage index.This improvement was conducive to study the competitiveness of China and RCEP partner countries from the perspective of participating in cross-border shared production activities.RCEP countries account for a larger proportion of added value in the simple value chain,which indicates that they are more involved in the production activities of the simple global value chain.The competition between China and developed countries is in medium and high-end industries,and the competition with ASEAN countries is mainly in primary industries and medium and low-end industries.The competitiveness level of labor-intensive and capital intensive manufacturing industries decline the most during the economic crisis.The competitiveness level of China′s industries in the complex value chain is relatively stable from 2007 to 2017.China should make full use of the cooperation space with RCEP partner countries,and promote the competitiveness of participating in complex GVC activities through scientific and technological innovation to achieve the goal of industrial upgrading and value chain climbing.
