摘　　要：近年来在铁路建设过程中,缺陷隐患问题整治存在标准不统一、记录混乱、分类无序、追踪性差等情况。针对此类情况,中国铁路兰州局集团有限公司在认真总结提炼宝兰高铁、酒额铁路、银中高铁、银西高铁等项目建设管理经验的基础上,自主研发了铁路工程建设问题库管理系统并应用于中兰铁路建设。通过建立大、中型铁路基建项目缺陷整治闭环管理机制,实现了缺陷查找制度化、缺陷验证标准化、缺陷录入清单化、缺陷整治规范化、缺陷销号程序化,做到了全员参与、动态管理,建立起一套发现问题、解决问题和持续治理问题的管理机制,确保隐患问题治理工作的有效开展,可对铁路建设过程中的隐患整治进行程序化管理,逐渐被各参建单位认可和接受,推动了铁路标准化建设的进步。In recent years,defect and hazard eradication during railway construction had to face the situation of inconsistent standards,disordered records,disordered classification and poor traceability.In response to this situation,CR Lanzhou has independently developed a management system of railway construction problem library by carefully summarizing and refining the experience in construction and management of Baoji-Lanzhou HSR,Jiuquan-Ejina Railway,Yinchuan-Zhongwei HSR,Yinchuan-Xi’an HSR and other projects,and applied it in the construction of Zhongwei-Lanzhou Railway.By establishing a closed-loop management mechanism for defect eradication of large and medium railway infrastructure projects,institutionalized defect finding,standardized defect verification,listing of defects,normalized defect eradication,and procedure-based defect cancellation have been achieved with full participation and dynamic management.And a set of management mechanisms for finding,solving and continuously managing problems has been established,so as to ensure effective hazard eradication and carry out procedure-based management of hazard eradication during railway construction.It is gradually recognized and accepted by all construction contractors,promoting the progress of standardized railway construction.
