金融渗透与国家能力:北海银行的经验  

Financial Penetration and State Capacity:The History of Beihai Bank

摘　　要：国家能力决定着国家的兴衰,其中渗透能力十分关键,缺少对社会的全面渗透,国家能力的其他方面就失去了根基。山东根据地北海银行的金融渗透过程提供了一个以渗透支持政权发展的典范。北海银行以稳定的币值先后战胜竞争货币,从辅币成为山东根据地的法定币,同时通过贷款成功向社会基层扎根。辐射效应和扎根效应共同诠释了金融渗透的过程,也为理解国家能力的微观生成机制提供了一个鲜活案例,充分说明只有与人民利益密切结合在一起的渗透,才能成功将国家能力扎根于人民的支持和拥护,由此形成的国家能力才是强大和可持续的。State capacity determines the rise and fall of a country,among which the ability of penetration is very critical.Without the full penetration of society,other aspects of State capacity will lose their foundation.The financial penetration process of Beihai bank in Shandong base area provides a model to support the development of political power through penetration.Beihai bank successively defeated the competitive currency with stable currency value,and became the legal tender of Shandong base area from the token currency.At the same time,it successfully took root in the social grass-roots level through loans.Radiation effect and rooting effect jointly interpret the process of financial penetration,and also provide a fresh case for understanding the micro generation mechanism of State capacity,which fully shows that only penetration closely combined with the interests of the people can successfully root State capacity in the support of the people,and the resulting State capacity is strong and sustainable.
