摘　　要：金融创新和科技创新的耦合是经济长期增长的重要动力之一,科技金融是金融资源促进科技创新发展的有效手段。虽然我国已初步建立多层次科技融资体系,但科技型中小企业融资需求依然难以较好地满足,以高新区为重点大力推广科技金融以促进科技企业创新是实现创新发展的必然要求。本文在系统梳理科技金融理论内涵与运行机制、全面总结国内发展与国外经验的基础上,对美德日以四国科技金融支持科技企业创新发展的路径进行比较,以期为进一步提升我国科技金融支持高新区企业创新发展的成效提供借鉴。The coupling of financial innovation and scientific and technological innovation is one of the main driving forces for long-term economic growth.Technological finance is an important tool for applying financial resources to promote the development of scientific and technological innovation.Although China has initially established a multi-level science and technology financing system,there are numerous difficulties in meeting the financing needs of small and medium-sized technology-based enterprises.Realizing innovative development depends on vigorously promoting technological finance and encouraging innovation of science and technology enterprises with a focus on high-tech zone s.This article summarizes domestic development and international experience in this sphere,examining technological finance supporting innovation and the development of technology enterprises in the United States,Germany,Japan and Israel.It examines the theoretical connotation and operating mechanism of technological finance with an aim of providing a reference for further improving the effectiveness of China’s technological finance in support of innovative development of enterprises in high-tech zones.
