摘 要:海湾型城市是我国重要的经济建设中心。当前受气候变化和海洋性气候的影响,台风暴雨、极端降雨事件发生频发,导致海湾型城市内涝灾害加剧。为保障城市的安全,亟需提升城市应对内涝灾害的能力。基于可持续化发展的思维导向,构建海湾型城市内涝治理框架。通过多元的技术对区域-市域-地区进行多尺度的内涝灾害识别,根据其风险结果提出了适用于多层级的内涝风险规划,并制定多时序的内涝治理应急响应方案,以期为洪涝灾害的治理提供创新的解决思路。Gulf cities are important economic construction centers in China.Under the influence of climate change and maritime climate,typhoon-rainstorm and extreme rainfall events occur frequently,which leads to frequent floods in gulf cities.In order to ensure the safety of cities,it is urgent to improve the ability of cities to cope with waterlogging disasters.Based on the guidance of sustainable development,this study established the waterlogging control framework of gulf cities.The multi-scale waterlogging disaster identification for region-urban-district was carried out through multiple techniques.According to the corresponding results,the multi-level waterlogging risk planning and multi-sequence waterlogging control emergency response scheme were proposed to provide innovative solutions for the management of waterlogging disasters.
