摘  要:选择濮阳市作为分析对象,综合考虑经济、生态、社会效益目标,通过构建多目标线性规划模型,对2016年末濮阳市土地利用现状以及2020—2025年的社会发展趋势进行分析,并对主要指标做出了预测,在此基础上建立土地利用的经济效益和生态效益目标函数,同时采用制约条件反映社会效益目标。将效益最大化作为指导原则,得到经济效益最大化、生态效益最大化、经济效益和生态效益并重三个备选方案。结果分析表明,经济效益与生态效益并重是最佳方案,优化后得到耕地面积是270 980.5公顷,满足了濮阳市土地利用规划中耕地保有量的要求,林地面积增加了17 180.61公顷,达到了林木覆盖率30.8%的要求。另外,城镇工矿用地面积以及交通运输用地面积增加,农村居民点面积减少,促进了城市的开发。该方案不仅提高了土地利用的综合效益,也实现了土地利用的绿色发展和可持续发展。Selection of Puyang City as the research object,considering the economic,ecological and social benefit goal,by building a multi-objective linear optimization model,to the end of 2016 in puyang land use status quo and the trend of social development in 2020-2025 were analyzed,and made the main indicators,based on the economic benefit and ecological benefit of land use objective function and used at the same time restriction conditions reflect social benefit target.Taking benefit maximization as the guiding principle,three alternative plans were obtained,namely economic benefit maximization,ecological benefit maximization,economic benefit and ecological benefit.The results show that the best plan is to pay equal attention to economic benefits and ecological benefits.After optimization,the cultivated land area is 270980.5 hm2,which meets the requirement of farmland holding amount.The forest land area is increased by 17180.61 hm2,reaching the requirement of forest coverage rate of 30%.In addition,urban industrial and mining land area and transportation area increased,rural residential area decreased,promoting the development of the city.The scheme not only improves the comprehensive benefits of land use,but also realizes the green and sustainable development of land use.
