摘　　要：提升产业链现代化水平,是新形势下国家统筹产业安全和高质量发展的重大战略部署。产业链现代化是一个系统集成的概念,包括横向协同和纵向协同,分别指科技、资本、人力等各类生产要素与企业之间的协同以及产业链上下游之间的协同。提高产业链横向协同度和纵向协同度是促进集成电路产业链现代化的突破口,这就需要优化技术路线与发扬工匠精神并重,制定产业链地图,提升产业链和产业生态治理水平,提升政府基金投资效能,提升人才供给与产业需求的适配度。Modernization of industrial chains is a major strategic plan for the state to coordinate industrial security and high-quality development under the new circumstances.The modernization of industrial chain has two meanings:one is horizontal collaboration,that is,the collaboration between technology,capital,labor and enterprises,which can continuously improve the dynamic ability and strategic flexibility of enterprises.The other is vertical collaboration,that is,the collaboration between the upstream and downstream of the industrial chain in the aspects of division of labor and cooperation,timely response,value creation and so on.In this paper,the key to the modernization of IC industry chain is to improve the degree of synergism.Therefore,it is suggested to optimize the technical route and stimulate the spirit of craftsmanship,design the industrial chain map,improve the level of industrial chain and industrial ecological governance,enhance the investment efficiency of government funds,and reduce the matching cost between labor and industry.
