京津冀劳动保障监察执法协同的优化路径探析

摘　　要：当前,京津冀劳动保障监察执法协同治理以跨地区协查为主。在跨地区拒不支付劳动报酬犯罪的查处上,由于执法信息共享缺乏、执法协查监督不足,致使京津冀劳动保障执法协同无法及时有效应对。构建劳动保障监察执法信息共享平台,加强对三地劳动保障监察执法协查受托方的监督,可以弥补劳动保障执法协同的不足,从而提升跨地区拒不支付劳动报酬犯罪的制裁力度。The current labor security’s collaborative governance of Beijing-Tianjin-Hebei region is mainly carried out by the trans-region cooperation of supervision and law enforcement.In the punishment of trans-regional crime of refusing to pay labor wages,due to the lack of trans-regional legal information sharing and the weak supervision,the Beijing-Tianjin-Hebei labor security law enforcement linkage has not responded effectively.By constructing the trans-regional legal information of labor security sharing platform,strengthening the supervision of the entrusted party,the labor security supervision and law enforcement linkage can be made up,so as to improve the efficiency of the combating trans-regional labor payment crime.
