闽东北闽西南协同发展区山海协作“飞地”研究

摘　　要：从闽东北闽西南协同发展区区域协同的角度出发,建立山海协作“飞地”机制指标体系,分析两大协同发展区的空间特征和空间自相关关系,并构建山海协作的“飞地”机制。研究发现,两大协同发展区各地市货运能力空间密度、产业空间密度总体呈现出上升的发展状态,但人力资源空间密度并没有呈整体上升趋势;从全局上看,两大协同发展区的交通网络的空间密度呈现出明显的正空间自相关性;从局部上看,“高—高”集聚主要发生在福州和厦门,其他地区随着时间的推移呈现出不同的集聚状态;“飞地”机制的构建包括空间协作和产业调整,打造经济增长极,形成开放式空间结构、上下游产业链的协同发展。研究结果表明,两大协同发展区空间协同虽然总体呈上升趋势,但从局部来看,“高—高”集聚仅发生在东部沿海地区,“飞地”机制的核心在于发挥福州都市区和厦漳泉同城化区域的辐射带动和区域联动,形成山海协作。From the perspective of regional synergy of northeast Fujian collaborative development zone and southwest Fujian collaborative development zone,the index system of“enclave”mechanism of mountain sea cooperation is established,the spatial characteristics and spatial autocorrelation of the two collaborative development zones are analyzed,and the“enclave”mechanism of mountain sea cooperation is constructed.The study found that the spatial density of freight capacity and industrial space density of cities in the two collaborative development areas showed an overall upward development state,but the spatial density of human resources did not show an overall upward trend;from the overall point of view,the spatial density of the transportation network in the two collaborative development areas shows an obvious positive spatial autocorrelation;from the local point of view,“high-high”agglomeration mainly occurs in Fuzhou and Xiamen,and other regions show different agglomeration states with the development of time;The construction of the“enclave”mechanism includes spatial collaboration and industrial adjustment,creating economic growth poles,forming an open spatial structure,and forming a coordinated development of upstream and downstream industrial chains.the construction of“enclave”mechanism includes spatial synergy and industrial synergy.It is necessary to deal with the spatial interaction between the two collaborative development zones and other economic belts,reorganize industrial clusters,and further expand the development space of upstream and downstream industries.The results show that although the spatial synergy of the two collaborative development areas is generally on the rise,locally,“high-high”agglomeration only occurs in the eastern coastal area,and the core of the“enclave”mechanism is to give play to the radiation drive and regional linkage of Fuzhou metropolitan area and Xiamen-Zhangzhou-Quanzhou with the urbanization area,forming mountain sea cooperation.
