历史文化要素保护下公众参与在地性策略探讨

摘　　要：历史文化要素扎根于城市文化的土壤之中,对历史文化本身的内核进行深刻解读对于要素保护层面的精准把控至关重要。城市的公众参与城市的规划与管理是推动历史要素保护、塑造群体记忆整体保留的重要抓手。文章提出政策在地性策略包括政策的地域性和落地性两个维度,通过研究公众参与政策在地性对历史要素保护的作用,分析公众参与政策在地性的现状与存在的问题,建构了以政府层面—保障政策、市场层面—整合政策和社会层面—激励政策为基础的我国公众参与政策在地性的策略。Historical and cultural elements are rooted in the soil of urban culture.Only a profound understanding of the core of historical culture itself can accurately control the protection of elements.Urban public participation in urban planning and management is an important way to promote the protection of historical elements and to shape the overall preservation of collective memory.This paper puts forward that the localization strategy of the policies include two aspects:the regional and landing of the policies.The paper analyzes the current situation and the existing problems of the local public participation policy through studying the local effect of the public participation policy on the protection of historical elements,and constructs the local strategy of public participation policy based on government level-guarantee policy,market level-integration policy and society level-incentive policy in China.
