感知利益、环境规制与养殖户粪污资源化处理行为——以肉鸭养殖户为例

摘　　要：养殖户的感知利益和政府环境规制是决定养殖粪污资源化处理行为的内在动力和外在控制,探究二者如何共同影响养殖户行为,对畜禽养殖的环境治理具有重要意义。本文基于感知价值理论,研究了养殖户感知利益对资源化处理行为的影响,并探讨了不同环境规制对感知利益和资源化处理行为的调节效应。检验结果表明:①养殖户感知利益正向影响其资源化处理行为,其中感知经济利益影响最大。②感知生态、经济和社会利益的均能促进新生代养殖户行为,但只有感知经济利益能促进老一代养殖户的行为。③环境规制对感知利益和资源化处理行为之间的关系起到调节作用,其中,约束型环境规制对感知经济利益和资源化处理行为关系有倒U形调节作用,对感知生态利益、感知社会利益与资源化处理行为的关系具有正U形调节作用;激励型环境规制分别对感知生态利益、感知经济利益和资源化处理行为关系有正向调节作用,对感知社会利益没有显著的调节作用。据此本文提出,为对养殖户粪污处理行为予以规范,可因人制宜针对不同代际养殖户重点提高相应感知利益从而促进粪污资源化处理行为,并因地制宜将资源化处理的不同维度利益宣传与环境规制结合起来,减少约束规制过强时可能带来的负面影响,加强补贴、技术推广以及对个体或村庄的文明表彰等激励政策。Farmers’perceived benefits and government’s environmental regulations are the internal motivation and external control to determine the manure resource utilization behavior.It is of great significance to explore how the two factors jointly affect farmers’behavior for the environmental governance of livestock and poultry breeding.Based on the theory of perceived value,this paper studied the influence of farmers’perceived benefits on manure resource utilization behavior,and discussed the moderating effect of environmental regulation on perceived benefits and manure resource utilization behavior.The results showed as follows:①Farmers’perceived benefits positively affected their resource treat ment behavior,and the perceived economic benefits had the greatest impact.②The new generation of farmers’perception of ecological,economic and social benefits can promote their behavior,but only the perception of economic benefits can promote the behavior of the old generation of farmers.③Environmental regulation has a moderating effect on the relationship between perceived benefits and resource-based disposal behavior.The restrictive environmental regulation has an inverted U-shaped moderating effect on perceived economic benefits and resource-based disposal behavior,and a positive U-shaped moderating effect on the relationship between perceived ecological benefits,perceived social benefits and resource-based disposal behavior.The incentive environmental regulation has a positive moderating effect on the relationship between perceived ecological benefits,perceived economic benefits and resource disposal behavior respectively,but has no significant moderating effect on perceived social benefits.Accordingly put forward in this paper,in order to standardize the manure treatment behavior of livestock farmers,the perceived benefits of different generations of livestock farmers can be improved according to different measures,so as to promote the manure recycling treatment behavior.In addition,different dimensions o
