脱贫攻坚与乡村振兴耦合衔接的时空特征及影响因素——以湖南省为例

摘　　要：以湖南省14个市(州)为研究对象,通过构建脱贫攻坚与乡村振兴的耦合协调度模型,分析2011—2020年湖南省脱贫攻坚与乡村振兴耦合衔接的时空特征,并采用系统GMM模型对其影响因素进行实证研究。研究结果显示:(1)湖南省脱贫攻坚与乡村振兴耦合协调度总体表现为上升趋势,根据趋势特征可划分为平稳波动期、快速上升期和稳步上升期;(2)湖南省各市(州)脱贫攻坚与乡村振兴耦合协调度均值存在明显的分布断层现象,空间格局特征在不同时间节点表现各异,空间差异性在演化过程中逐步弱化;(3)湖南省脱贫攻坚与乡村振兴耦合协调度的动态演进具有正向累进效应和惯性发展特征,城镇化进程、农村劳动力转移、人力资本水平、财政支农投入和交通基础设施对推动耦合衔接均有促进作用,农村产业结构和城乡收入差距则体现为显著的抑制作用。基于此,提出深化农村三产融合发展、推进新型城镇化建设、促进农村劳动力转移等政策建议,为湖南省统筹推进脱贫攻坚与乡村振兴有效衔接提供参考。Taking 14 cities(prefectures)in Hunan Province as the research object,the coupling coordination degree model of poverty alleviation and rural revitalization is constructed,this paper analyzes the spatio-temporal characteristics of the coupling connection between poverty alleviation and rural revitalization in Hunan Province from 2011 to 2020,and uses the system GMM model to conduct an empirical study on the influencing factors.The results show that:(1)The coupling coordination degree between poverty alleviation and rural revitalization in Hunan Province shows an upward trend.According to the characteristics of the trend,it can be divided into stable fluctuation period,rapid rising period and steady rising period.(2)The average value of the coupling coordination degree of poverty alleviation and rural revitalization in all cities(prefectures)of Hunan Province has obvious phenomenon of distributed fault,and the spatial pattern characteristics are different at different time nodes,and the spatial differences gradually weaken in the evolution process;(3)The dynamic evolution of the coupling coordination degree between poverty alleviation and rural revitalization in Hunan Province has positive progressive effect and inertial development characteristics,the coupling coordination is promoted by urbanization process,rural labor transfer,human capital level,financial support for agriculture and transportation infrastructure,while the rural industrial structure and the urban-rural income gap show significantly inhibitory effect.Based on these,some policy suggestions are proposed,such as deepening the integrated development of rural three industries,promoting the construction of new-type urbanization,and promoting the transfer of rural labor force,so as to provide references for Hunan Province to promote the effective connection between poverty alleviation and rural revitalization.
