沿边城市外籍人员“流动性”及地方性治理实践——基于瑞丽外籍人员治理的实地研究

摘　　要：随着经济全球化深入发展,国家间互动日益增多,沿边城市地理位置特殊,人员成分复杂、流动性大,社会环境错综复杂。作为西南沿边城市的瑞丽,面临着复杂的移民治理环境,其压力不小于世界上任何移民热点地区。外籍人员流动性特点表明,边境地区需要在国家一般性法规基础上,加强地方性治理。瑞丽开创性地推进地方性治理,通过定规则、建机制、重服务、强动员的办法,引导外籍人员合法入境、正规务工,尽力将其纳入合法化管理轨道,取得良好效果。瑞丽外籍人员治理实践,为国际上的移民治理提供了宝贵经验。With the in-depth development of economic globalization,the cities along the border have a special geographical location,complicated personnel composition,high mobility and complicated social environment.Ruili,as a city along the southwest border,is faced with a complicated environment of immigration control.The characteristics of foreign personnel mobility show that the border areas need to strengthen local governance on the basis of general national laws and regulations.Ruili creatively promoted local governance,guided foreigners to enter the country legally and work in a regular way by setting rules,establishing mechanisms,emphasizing services and strengthening mobilization,and tried to bring them into the legal management track,which achieved good results.Ruili’s practice of managing foreigners provides valuable experience for international immigration management.
