摘　　要：评价指标体系的构建是对国家自主创新示范区绿色发展水平评价的基础。由于国家自主创新示范区是在国家级高新区基础上设立的,故本研究以《国家高新区绿色发展专项行动实施方案》等相关文件为依据,搭建了涵盖节能减排、资源能源利用、绿色技术创新、绿色产业、绿色宜居和绿色运行管理六个层面的国家自创区绿色发展评价指标体系,对国家自创区的绿色发展水平进行评价,引导和鼓励各自创区向正确的方向发展,以期为国家自创区绿色发展政策制定提供参考。The construction of the evaluation index system is the basis for the evaluation of the green development level of the National Independent Innovation Demonstration Zone(NIDZ).Since the National Innovation Demonstration Zone is established on the basis of national high-tech zones,this study uses the Implementation Plan for Special Action on Green Development of National High-tech Zones and other relevant documents as the basis to build a green development evaluation index system of the National Innovation Zone covering six levels:energy saving and emission reduction,resource and energy utilization,green technological innovation,green industry,green livability and green operation and management,to evaluate the green development level of the National Innovation Zone.The system is designed to evaluate the green development level of NIZs,to guide and encourage the development of each NIZ in the right direction,and to provide reference for the formulation of green development policies of NIZs.
