摘　　要：习近平总书记在党的二十大报告中提出“完善残疾人社会保障制度和关爱服务体系,促进残疾人事业全面发展”,为残疾人事业指明了发展方向,也为残障研究提出了新的时代命题。本文从历史脉络与现实背景出发,分析残疾人事业全面发展的基本意涵,认为“全面发展”指向覆盖多重需求、多元主体的残疾人事业全方位发展,同时也是追求继续发展、升级发展的残疾人事业高层次发展,并与“高质量发展”具有承继和突破关系。本文分析了全面发展的目标、福利供给水平、福利供给主体、福利供给的内容和全面发展的工作机制,并提出面向残疾人事业全面发展的残障研究应当具有社会主义立场、残疾人文化主位立场、积极福利立场、社会模式立场和注重实务立场。This paper analyzes the basic meaning of the all-round development of the cause of persons with disabilities from the historical context and realistic background,and believes that"all-round development"points to the all-round development of the cause of persons with disabilities covering multiple needs and multiple subjects,and is also a high-level development of the cause of persons with disabilities pursuing continuous development and upgrading development,and has a succession and breakthrough relationship with"high-quality development".Then it discusses the goal of all-round development,the level of welfare supply,the main body of welfare supply,the content of welfare supply and the working mechanism of all-round development,and puts forward that the research on disability facing the all-round development of the cause of persons with disability should take the socialist standing,the cultural standing,the positive welfare standing,the social model standing and the practical standing.
