摘　　要：推动实现中国两岸统一已经提上国家议程。语言政策是国家发展战略的重要组成部分,其制定必须对两岸统一进程中可能出现的各种情势做出前瞻性预判和规划。基于“九二共识”和“一国两制”台湾方案,两岸统一进程中的语言政策将形成“一体化”与“多样化”两种选项。“一体化”语言政策指以中国内地现行语言政策为标准在中国台湾地区实行与中国内地地区同等的语言政策,它能够集中体现“一个中国”原则和助力统一后的社会治理,具有牢固的历史和现实基础。“多样化”语言政策指两岸实现统一后在确立国家通用语言文字的国家法定地位前提下在中国台湾地区可以实施与中国内地地区不同的语言政策,它能够辩证体现“一个中国”原则,符合“一国两制”方案的民主协商原则,符合两岸统一进程的渐进性和间接性特点,具有能“通”则通和能“用”则用的社会共识基础。Promoting the realization of cross-strait reunification is on China’s national agenda.Language policy is an important part of national development strategy,and its formulation must anticipate and plan for the various scenarios that may arise in the process of China’s cross-strait reunification.Based on the“1992 Consensus”and the“One Country,Two Systems”Taiwan proposal,The language policy in the process of cross-strait reunification will have the option of“integra⁃tion”or“diversity”.The integrated language policy means that the language policy in China Taiwan will be the same as the language policy in China's mainland,using the current language policy in China's mainland as the standard.It can focus on the“One China”principle and facilitate social governance after reunification,and has a strong historical and practical basis.The diverse language policy means that China Taiwan can implement different language policy from that of China's mainland after the cross-strait reunification,provided that the legal status of the national language and standard Chinese character is estab⁃lished.It can dialectically reflect the“One China”principle,is in line with the democratic consultation principle of the“One Country,Two Systems”proposal,is in line with the gradual and indirect features of the cross-strait reunification process,and has the basis of social consensus that can be“adopted”and“used”.
