政策网络视域下我国开展《全民健身计划》评估工作的域外引鉴与启示

摘　　要：政策网络作为解释政策过程的重要治理工具之一,为揭示评估逻辑提供理论视角。基于政策网络理论,对日本涵盖全民健身事业发展计划且发展较为成熟的《体育基本计划》评估实践进行引鉴分析。日本设立专门评估机构,注重第三方评估,重视国民参与,构建跨部门互动、政民互通的多元评估体系;制定国家层面的法律法规及配套实施制度,规范评估工作;重视社会组织、国民等参与,形成良好的信息公开机制;运用逻辑模型建立评估内容体系;利用评估结果优化资源配置,为政策实施和科学决策提供重要支撑。新发展阶段,我国《全民健身计划》评估工作应更好发挥政府主导作用,推进跨部门协同评估,完善第三方评估机制,加强评估制度建设,构建评估内容体系,加大评估信息公开力度,强化评估结果在科学决策中的应用,进一步发挥其在全民健身治理体系和治理能力现代化建设中的作用。The policy network,one of the crucial governance tools for understanding the policy process,offers a theoretical viewpoint for outlining the evaluation logic.Based on the idea of policy network,the study refers to and examines the evaluation practice of the Basic Plan for Sports,which covers the development plan of the national fitness cause and is relatively developed in Japan.In order to standardize the evaluation process,in Japan,it creates special evaluation institutions,places a strong emphasis on third-party evaluation,values citizen participation,and creates a multi-evaluation system with cross-departmental interaction and political and civil interaction.It also creates laws and regulations at the national level and supports implementation systems.Meanwhile,in Japan,emphasizes the participation of social groups and citizens,and builds a good information disclosure framework.Additionally,in Japan,uses a logical model to create an evaluation content system and uses evaluation results to optimize resource allocation,which is crucial for policy implementation and scientific decision-making.In China,the evaluation of the National Fitness Program during the new development stage will be focused on attaining larger successes in the following areas:better playing the leadership role of the government,boosting cross-sector collaborative evaluation,enhancing the third-party evaluation mechanism,strengthening the evaluation system,constructing the evaluation content system,expanding the dissemination of the evaluation information,and strengthening the application of the evaluation results in scientific decision-making,in order to play a greater role in the modernisation of the national fitness system governance system and governance capability.
