政策工具视角下我国群众体育政策分析——基于39份国家政策文本分析(2016-2020年)

摘　　要：文章以政策工具为视角构建三维立体分析框架,采用文本分析法对我国2016—2020年39份国家群众体育政策文本进行三维交叉分析,结论如下:X维度中环境型政策工具处“主导地位”,政府应以引领为主,充分发挥市场主体作用,逐渐由管理型政府向服务型政府过渡;需求型政策工具处于“弱势”地位,其合理性、应用能力亟待提升;供给型政策工具发展空间较大,但执行效果不够充分。Y维度中政府层面所获得政策工具最多,一定程度限制市场主体作用的发挥,企业作为群众体育供给方,在金融支持、财税政策等政策工具方面设计较为均衡,资金评审、金融扶持等政策工具的配套执行细则不够详细,社会组织和个人层面所获得政策工具相对较少。Z维度中政策影响力积分排名前10份政策文本影响力差距较大,政策效果均衡性有待提高,多部委联合发文成为未来发展趋势。由此,针对我国群众体育政策出现的问题,从结构优化、组合创新和政策科学化水平等方面提出具体建议。From the perspective of policy tools,a three-dimensional analysis framework was constructed,and a three-dimensional cross analysis of 39 national mass sports policy texts from 2016 to 2020 was conducted by using the text analysis method.The conclusions are as follows:in the X dimension,the environmental policy tools are in the leading position,and the government should give full play to the role of the market as the main body,and gradually transition from a management-oriented government to a service-oriented government.Demand based policy tools are in a weak position,and their rationality and application ability need to be improved.The development space of supply type policy tools is large,but the implementation effect is insufficient;In the Y dimension,the government has the most policy tools,which limits the role of market players to a certain extent.As the provider of mass sports,enterprises are relatively balanced in the design of financial support,fiscal and tax policies and other policy tools.The supporting implementation rules for policy tools such as fund review and financial support are not detailed enough,and social organizations and individuals have relatively few policy tools;In the Z dimension,the top 10 policy texts ranked by the score of policy influence have a large gap in influence,and the balance of policy effects needs to be improved.The joint issuance of documents by multiple ministries has become the future development trend.In view of the problems in China’s mass sports policy,specific suggestions are put forward from the aspects of structural optimization,combination innovation and scientific level of policy.
