劳动力转移、农用地流转对农用地利用效益的影响——以安徽省为例

摘　　要：采用数据包络分析模型,以安徽省13个地级市为样本,分析劳动力转移、农用地流转对农用地利用效益的影响。结果表明,在13个地级市中50%以上农用地利用综合效率未达到最优,且存在各种原因导致农用地流转带来农用地效益不高。最后,提出完善政策措施、促进农业增产和农民增收、保障农民的各种产权利益、促进农用地资源合理配置等政策建议。Data envelopment analysis(DEA)model was used to analyze the impact of labor transfer and farmland transfer on farmland utilization efficiency in 13 prefecture level cities of Anhui Province.The results showed that more than 50%of agricultural land in 13 prefecture level cities did not achieve the optimal comprehensive use efficiency,and there were various reasons for the low efficiency of agricultural land transfer.Finally,the policy suggestions were put forward,such as improving the policy measures,promoting the increase of agricultural production and farmers’income,protecting farmers’various property rights and interests,and promoting the rational allocation of agricultural land resources.
