基于规划分区的商洛市用途管制规则探索

摘　　要：国土空间规划实施管理需要一套明确的用途管制规则。文章梳理了传统用途管制体系存在的主要问题,以及面向实施的国土空间规划分区和用途管制的关键点;以商洛市用途管制实践为例,明确规划编制与规划管理的衔接逻辑,构建了“指标管控+‘3+X’控制线管控+规划分区准入+用地分类”四级分区分类管控体系,并按照主体功能定位、事权和要素的相应要求,明确划定一级规划分区的工作思路,最后提出商洛市一级规划分区的建设项目准入和禁止清单以及管制要求。Territorial space planning implementation requests a set of regulations for space use.The paper reviews the key points of space zoning and space use regulation,as well as the conceptual logic of space use regulation in territorial space planning implementation,and introduces the practice of Shangluo space use regulation,which clarifies the connection planning compilation and management,and establishes a four-level zoning regulation system composed by index control,"3+X"control line control,zoning access,land use categorization.Based on the major function orientation,power of rights,and elemental correspondence,it clarifies one level zoning concept and proposes construction projects permission and prohibition requirements.
