摘　　要：党的十八大以来,习近平总书记多次强调“绿水青山就是金山银山”的发展理念。探索“绿水青山”向“金山银山”转化的路径研究成为生态文明建设中的重要议题。文章基于“两山”理论,从自然资源资产化的视角探讨湿地资源生态价值实现的路径。研究发现:湿地资源在生态、生产、生活方面的价值实现有市场型、政府型、政府与市场相结合型3种基本路径;公益性湿地资源以保护为主,在资源转化成资产的过程中,主要通过生态补偿、生态修复和权益交易等方式实现湿地资源的保值增值和生产力发展;经营性湿地资源通过市场培育建立生态产品交易平台,并以“生态+”理念发展生态产品第四产业,实现生态价值向经济社会价值的转化;通过探索政府主导的POD模式和政府与市场相结合的EOD模式,可实现“绿水青山”高质量发展。Based on the"two mountains"theory,this paper discusses the path to realize the ecological value of wetland resources from the perspective of natural resources capitalization.The research finds that:(1)There are three basic paths to realize the value of wetland resources in ecology,production and life:market type,government type,and the combination of government and market;(2)The public welfare wetland resources focus on protection.In the process of transforming resources into assets,the preservation and appreciation of wetland resources and the development of productivity are mainly realized through ecological compensation,ecological restoration and equity trading;(3)The commercial wetland resources need an ecological product trading platform through market cultivation,and develop the fourth industry of ecological products to realize the transformation of ecological value to economic and social value.The two modes of POD and EOD will help realize the high quality environmental development.
