摘　　要：近年来,我国民航运输业中的非法干扰行为日益增多,已对国家安全和社会公众的生命财产安全造成严重影响。针对国内民航非法干扰行为,我国的法律规制措施也在不断完善,但还存在一定的问题。在落实宽严相济基本原则下,我国立法机关对刑法典及《民用航空法》等相关法律予以及时修订,明确了民航非法干扰行为的基本概念,并不断推动国内相关法律法规和航空安保国际公约之间的有效衔接。In recent years,the regulation of illegal interference under the international legal framework has been improved.However,the illegal interference in domestic civil aviation transport industry seriously affects the national security and the safety of public life and property.The criminal law regulation of illegal interference in domestic civil aviation has been revised and improved,and the relevant laws such as the Criminal Code and the Civil Aviation Law have been amended under the basic principle of tempering justice with mercy,so as to clarify the basic concepts of civil aviation illegal interference,and promote the effective coordination between relevant domestic laws and regulations and international conventions on aviation security.
